Burning embers rise in smoke amid rubble in deserted and quake-ravaged town of Beichuan, 20 May 2008 Chinese soldiers are working to explode earthquake debris blocking a river, where rapidly rising waters are threatening to flood survivors from a massive earthquake earlier this month. These threats include flooding, from dozens of new lakes in Sichuan created by obstructed rivers clogged by landslides and other quake rubble.
Eighteen hundred soldiers arrived at the newly created Tangjiashan lake, in Beichuan county. Each soldier carried 10 kilograms of explosives to blast through the debris, in an effort to draw off some of the excess water.
State television showed images of a helicopter carrying an earthmover into the area.
On the sidelines of quake relief efforts,[link widoczny dla zalogowanych], rivals China and Taiwan are working to build better relations.
Wu Poh-hsiung,[link widoczny dla zalogowanych], the chairman of Taiwan's ruling KMT Party, arrived Monday in the eastern Chinese city of Nanjing. He says he knows people in China are busy these days with earthquake relief operations.
But he says that for Chinese leader Hu Jintao to invite him to China at a time like this shows what he called the "extraordinary importance" both sides put in cross-Straits relations.
Chen Yunlin, the head of China's Taiwan Affairs Office, thanked the Taiwanese people for their help with earthquake relief efforts.
He says Taiwanese generosity shows that blood is thicker than water. He says the brotherly affection has set up a new bridge over the Taiwan Straits.
Taiwan's ruling KMT party fled to the island in 1949,[link widoczny dla zalogowanych], after losing a civil war to the Chinese Communists. Beijing considers the separately governed island part of Chinese territory and has vowed to use force,[link widoczny dla zalogowanych], if necessary, to prevent Taiwan from becoming independent.

Family planning officials in Sichuan's capital, Chengdu,[link widoczny dla zalogowanych], Monday, announced an exception to the country's strict one child policy. The new announcement says families in some of the hardest hit communities,[link widoczny dla zalogowanych], whose child was killed,[link widoczny dla zalogowanych], severely injured or disabled in the quake, can get a certificate to have another child.
China launched its one child policy in the 1970's,[link widoczny dla zalogowanych], in an effort to control its exploding population. The law limits couples to having one child,[link widoczny dla zalogowanych], but includes certain exceptions for ethnic groups, rural families and families where both parents are only children.

Korea is the almost the only market multinational home appliance giants find it impossible to dominate. In Japan and Europe they are unchallenged,[link widoczny dla zalogowanych], but in Korea they have been scaling down their business because of the seemingly unbreakable sway their Korean rivals Samsung Electronics and LG Electronics hold. Pundits say that is because they have failed to meet the demand from picky Korean consumers for after-service and product functions.
Japan��s largest PDP maker Matsushita completely gave up on Korea early this year after it became embroiled in a technology patent dispute with LG Electronics while drawing a lukewarm response from consumers here. Holland��s Philips last year stopped selling TVs in Korea after a 15-year struggle. But in the European TV market,[link widoczny dla zalogowanych], Philips has the largest share. A Philips staffer said the company is now focusing on small appliances like toasters,[link widoczny dla zalogowanych], shavers and irons in Korea since it concluded it is less competitive than its Korean rivals when it comes to TVs.
Japan��s JVC also failed to increase its market share in Korea despite aggressive marketing strategies taking advantage of the World Cup co-hosted by Korea and Japan in 2002. Nor do lower prices work. China��s Haier tried to conquer the country with products priced 30-40 percent cheaper than Korean products. But this year,[link widoczny dla zalogowanych], it was dropped by the Home Plus store chain here.
Analysts attribute the failure to the firms�� inability to meet the demands of Korean customers. The most obvious example is after-service. Samsung Electronics and LG Electronics run 149 and 127 service centers nationwide. But Philips has only 44,[link widoczny dla zalogowanych], and that is the biggest number among foreign home appliance firms here. ��Korea is perhaps the only county in the world where customers are provided with warranty service within just two or three days and after one phone call,[link widoczny dla zalogowanych],�� a Samsung Electronics Service staffer said.
Another edge comes from the functions and design of Korean home appliances. An LG digital TV has a ��time machine�� function,[link widoczny dla zalogowanych], which allows users to stop and resume live broadcasts at will. A 21st century Casanova who posed as a broadcast company employee has been arrested on fraud charges,[link widoczny dla zalogowanych].

Lee gave Kim W60 million(US$58,[link widoczny dla zalogowanych],600) and Baek W12.9 million to allow him to pay back their rival.
The game was finally up when Kim suffered a stroke. Kim��s brother,[link widoczny dla zalogowanych], who thought Kim was going to die,[link widoczny dla zalogowanych], called all the names in Kim's phone book telling them he was in hospital. Three other women besides Lee and Baek turned up at his bedside.

A mother from Seoul��s Seocho-gu was given a business card by her daughter��s elementary school teacher at a parents�� meeting. Wondering why it contained the teacher��s home address,[link widoczny dla zalogowanych], she was told by fellow parents it was more convenient to send gifts straight to the educator��s home.
As a new semester gets underway,[link widoczny dla zalogowanych], many more parents are agonizing about their relationship with their children��s teachers. To pay or not to pay, that is the question they are faced with. Parents say some teachers openly or covertly request school supplies,[link widoczny dla zalogowanych], gifts or bribes,[link widoczny dla zalogowanych], or at least insist on some voluntary work, while teachers say the fault is with overeager parents who try to smooth their children��s passage through a competitive education system - and thereby often endanger the teacher��s reputation.

In the case of the business cards, teachers say they are for the convenience of parents who want to contact teachers during the holidays, for example when their children move to another school. Parents say the cards can at the very least be misunderstood as an invitation to send gifts.
One elementary school teacher in Gwacheon,[link widoczny dla zalogowanych], Gyeonggi Province on the first day of school listed expensive fixtures such as air purifiers,[link widoczny dla zalogowanych], refrigerators and window blinds and asked students to raise their hands if they felt they could ask their parents to help out. Parents were outraged,[link widoczny dla zalogowanych], demanding to know if the teacher thought class was a home shopping show. Such teachers,[link widoczny dla zalogowanych], they said, are tarnishing the image of their profession.
However, some parents anticipate any request by proffering help first in the hope that the teacher will smile on their offspring as a result.

Japanese Prime Minister Junichiro Koizumi, in his Cabinet reshuffle on Monday, named of all people Taro Aso as his foreign minister, a man best known here for claiming it was Koreans who asked to be given Japanese names in the colonial era,[link widoczny dla zalogowanych], not the Japanese who forced them. In another masterstroke,[link widoczny dla zalogowanych], Koizumi also appointed Shinzo Abe,[link widoczny dla zalogowanych], an outspoken right-winger and North Korea hawk,[link widoczny dla zalogowanych], as his chief Cabinet secretary and government spokesman. That means several core posts in the government are now taken by politicians who make a regular habit of worshipping at the Yasukuni Shrine,[link widoczny dla zalogowanych], where Japan honors its war criminals.
It is as clear as day that Japan��s diplomatic relations with Korea are headed for a new ice age. Yet there was Koizumi,[link widoczny dla zalogowanych], saying the new lineup would help Japan��s relations with foreign countries. By helping relations he must mean defiance of his country��s neighbors,[link widoczny dla zalogowanych], and that is why he made the appointments.
How much longer are we supposed to carry on our patch diplomacy,[link widoczny dla zalogowanych], where we temporarily repair relations whenever rifts reopen between our two countries? This Korea-Japan Friendship Year of 2005 has seen more ruptures than any since Independence,[link widoczny dla zalogowanych], and in every case it was Japan that threw out the provocation: when a Japanese history textbook prettified wartime atrocities, when provincial lawmakers declared a Takeshima Day to remind themselves of their claim to Korea��s Dokdo, and when Koizumi visited the war shrine last month.
Aso��s appointment as chief diplomat came one week after our Foreign Minister Ban Ki-moon went to Tokyo to warn that no further bilateral summits can take place until Koizumi stops going to the shrine. In other words, Koizumi is ignoring even the minimum courtesy required in diplomacy between two countries. That is why many here feel the appointment is tantamount to severing diplomatic ties with Korea.

The fault lies with the Koizumi government��s blinkered abuse of foreign relations as a tool of domestic politics. In the wake of the Liberal Democratic Party��s overwhelming victory in the lower house elections,[link widoczny dla zalogowanych], a Japanese media outlet said, "China caused the Koizumi typhoon�� ? meaning anti-Japanese protests in China provoked a resurgent nationalism in the island country.

Koizumi and his men will of course gain some short-term benefit from sacrificing the country��s long-term ties with its immediate neighbors on the altar of securing their support base at home. But in diplomacy,[link widoczny dla zalogowanych], tact is needed to achieve peaceful coexistence that advances the interests of nations while fostering the self-esteem of their partners abroad. The presidential Transition Committee was briefed on Wednesday by the Ministry of Education and Human Resource Development. The committee told the ministry to hand over university educational policy to the Korean Council for University Education -- a group of university presidents -- while transferring elementary, junior and senior high school educational policy to municipal and provincial education offices.
The Education Ministry has held absolute power over all areas of education. There are around 30 regulations involving university administration. If a university disobeyed the Education Ministry,[link widoczny dla zalogowanych], it would dispatch auditors who raided the school and turned everything upside down. Even private universities were affected. After decades of operating under this system,[link widoczny dla zalogowanych], the quality of education at Korean universities was only ever going to improve as far as a backward Education Ministry permitted. There was no way Korean universities could become world-class educational institutions.
State-run universities must be turned into corporations as soon as possible,[link widoczny dla zalogowanych], starting with the schools that are ready. Even now,[link widoczny dla zalogowanych], scores of Education Ministry officials have been dispatched to work at state-run universities, forcing their outdated ideas into the way those schools are run. This makes educational reforms impossible. The Education Ministry must also relinquish the power it has to cancel the appointment of officials in private universities and to appoint temporary board members. Accounting at private universities can be handled by accountants. The ��Three Nos�� policy -- of banning universities from administering their own entrance exams,[link widoczny dla zalogowanych], ranking high schools, and accepting donations for admitting students -- must be scrapped. It is an outdated policy for the education minister to go around different universities threatening them with funding cuts if they do not abide by the government��s recommended ratio of high school grades used to judge new students for admissions.
It is right that elementary and secondary school education should be handled by city mayors or provincial governors, who will be judged based on the results of their decisions. In Japan, it was the governor of Tokyo province who led educational reform by abolishing a school group system and requiring teachers to be evaluated according to performance. It was the mayor of New York City who improved the quality of public education by closing down poorly performing schools and rewarding effective teachers with bonuses. Mayors and provincial governors of our country have a responsibility to improve education,[link widoczny dla zalogowanych], which is of prime interest to their constituents.
Schools and teachers must be required to think hard about what to ask their students to improve education. Article 23 of the law on elementary and secondary school education says the content and standards of education for those levels are set by the education minister. In other words,[link widoczny dla zalogowanych], those schools must teach only what the Education Ministry tells them to. With the Education Ministry deciding which students to choose, collecting tuition on behalf of the schools and determining what to teach,[link widoczny dla zalogowanych], there is no need for teachers to compete. Parents are left with no choice but to travel to far corners of the world in search of better education for their children. Other parents are forced to send their kids to private crammers. The policies of the Education Ministry has created a world where it is solely the amount of money a family has that determines the quality of education their children get.
There is an urgent need to create a wider variety of schools so parents and their children can choose which ones to attend. President-elect Lee Myung-bak has said he will create 100 private high schools. Hyundai Group chairwoman Hyun Jeong-eun has taken the unusual step of posting her feelings on Hyundai Asan��s embattled North Korean tourism projects on the company website. The move came after Pyongyang slashed the tourist quota for Hyundai Asan tours to the North's Kumgang Mountains in protest at the ouster of the company��s vice chairman Kim Yoon-kyu,[link widoczny dla zalogowanych], for many years its point man in negotiations with the Stalinist country. Additional projects in Kaesong and Mt.Baekdu that were at the trial stage have stalled.
Hyun said the two sides had come to a watershed where they must decide whether to continue with the tourism projects. More than three-quarters of a million people are expected to attend the annual North American International Auto Show in Detroit, Michigan, this week (January 14-22). It's the biggest show of its kind in the U.S. and one of the biggest auto shows in the world, giving America's Big Three and other automakers from around the world a chance to show off their new car line-ups. But for the first time in the show's 99-year history, a Chinese auto company is exhibiting a car they hope to be selling soon in the United States.
The Chinese car company, Geely, has generated some of the biggest buzz at this year's auto show -- with one of the smallest displays. The big U.S. companies -- General Motors, Ford and Chrysler -- are all spending millions on flashy exhibits with dozens of new cars. But Geely's decidedly bare-bones display isn't even on the show floor at Detroit's Cobo Center��it's in the lobby. And it features just one small car,[link widoczny dla zalogowanych], the 4-door CK sedan, with one very low price.
Company founder, Shufu Li, hopes to be selling cars in the United States by 2008. "When we first enter the American market,[link widoczny dla zalogowanych], our targeted consumers will be lower- and middle-income families," he says. "Our car will be sold at less than $10,000."
Geely has been in the car business for less than 10 years and the company sold just 150,000 cars last year. They only expect to sell 25,000 cars in the U.S. their first year. That level of sales might not be much more than an annoyance to Detroit's car-building juggernaut. But Geely isn't the only firm that wants to enter the American market. Another Chinese company, Chery, has also announced plans to sell cars in the U.S.
Rebecca Lindland is chief automotive analyst with the market research firm,[link widoczny dla zalogowanych], Global Insight. She says Detroit shouldn't write off companies like Geely, but Geely shouldn't necessarily expect a smooth ride. "I think it's foolish to say that it's not a serious threat, but I think that they may be slightly underestimating how difficult it is to penetrate the U.S. market," she says. "Even long-term,[link widoczny dla zalogowanych], established brands here, like GM and Ford, have trouble understanding the consumer. So it's not as easy to just pop into the States and sell, you know,[link widoczny dla zalogowanych], 50,000 vehicles."
But initial reviews of the Geely car have been pretty good. On the last of the industry preview days, when auto company employees come to check out the competition before the show opens to the general public, Geely's exhibit was mobbed with everyone from executives to engineers to parts suppliers, and all of them were giving the CK a thorough looking over. And many of them, like Aaron Drexel,[link widoczny dla zalogowanych], who works for Daimler-Chrysler, liked what they saw.
"It's actually pretty impressive," he says. "You know, you can tell it's an inexpensive, kind of a starter car, but it's pretty nice. It's a big difference between (it and) a $20,000 or $30,000 Toyota or Chrysler, but for an entry level car, it's very nice. If I didn't work for Daimler-Chrysler, I would consider it as one of my buying options."
After looking at the Geely, Chrysler engineer Dennis Pasco thinks Detroit has something to worry about. "At $10,000, if they can bring their quality up, if the crash test ratings are there, yeah, we got a problem,[link widoczny dla zalogowanych]," he says. " We're going to have a lot more competition, for sure."
Analyst Rebecca Lindland believes Geely's success will depend less on its ability to sell cars, than on its ability to generate customer confidence. To do that, she says, the company will need to build a reliable network of repair facilities to service the car��something Lindland says she's all too familiar with. "I bought one of the first Minis that came into the States in 2002,[link widoczny dla zalogowanych]," she recalls. "I bought it in downtown Boston,[link widoczny dla zalogowanych], where I live,[link widoczny dla zalogowanych], and I went out to see a friend of mine in western Massachusetts. So I was about 120 miles (200 kilometers) from Boston, and the car wouldn't start. And I went down to the local mechanic and he said I'm not going near that car, I don't know anything about it. You could be anywhere and run into problems."
